Local Priorities Antisocial Behaviour Update

I wanted to provide you with an update regarding Antisocial Behaviour, which people around your area have highlighted as an issue of concern on the priority survey.

Thanks to the ongoing support and information from you, our communities, a New Milton man has now been handed a Community Protection Notice (CPN) following continued reports of concerns regarding his ability to effectively control the behaviour of his dogs.

Following a multi-agency effort with our partners, the man is now subject to the notice, under Section 43 of the Anti-social Behaviour, Crime and Policing Act (2014).

The CPN has been issued to prevent persistent and/or continuing behaviour which is having a detrimental impact upon the quality of lives of others in the local community.

It aims to keep local communities safe, protect animals and prevent further issues.

The notice, which follows on from the issuing of a Community Protection Warning on Tuesday 10 June, requires the man to do each of the following, and more;

• Rehome all but one of his dogs, at least eight every two weeks.
• Ensure no further litters of puppies.
• Ensure any dogs remain under control at all times.
• Ensure any dogs are secured to a harness or collar connected to a lead, under two metres in length.
• Ensure any dogs are microchipped within 21 days of the notice being served.

Any failure to comply with any of the lawful requirements is an offence and may leave the man subject to arrest, prosecution and conviction, seizure or forfeiture of property relevant to the case and fixed penalty notices.

Your support and assistance is always hugely appreciated, and it has been crucial in helping us get to this point where we have been able to serve the CPN.

Tackling anti-social behaviour can be a complex issue, and one which requires input and action from more than just the police.

The Anti-social Behaviour, Crime and Policing Act 2014 aims to put victims first, giving power to local people and enabling professionals to find the best solutions for their local area. 

The act provides the police, local authorities and other local agencies with flexible tools and powers that they can use to respond quickly and effectively to antisocial behaviour. 

These include: 

  • civil injunctions. 

  • criminal behaviour orders. 

  • public spaces protection orders. 

  • community protection notices. 

  • dispersal powers. 

  • closure powers.

The act also includes measures such as the Community Remedy and anti-social behaviour case reviews which empower victims and communities to have a say in the outcome of their reports and hold agencies to account.
